		<description>More to the point, does it exist in Governments? I work as a TA in African Governments, and most are very hierarchical, and I&#039;ve commented on the Peter Principle at work in various places.

(being a TA, I have no possibility of promotion and thus avoid this particular pitfall!)</description>
